Cabinet Meets to Consider Major Policy Overhaul Including Census 2027 and Key Sectoral Reforms
The Union Cabinet, chaired by Prime Minister Narendra Modi, convened a crucial meeting today with several transformative bills placed on the agenda. According to senior government officials, some of these proposals are expected to define the legislative direction of the administration’s ongoing third term. Among the most significant measures under consideration is the approval for conducting the Census 2027, a nationwide demographic exercise that will shape policymaking for years to come.
If cleared, the announcements will collectively represent the largest legislative package introduced by the Modi government since its re-election. The focus spans nuclear energy, financial markets, education reforms, rural employment, and the insurance sector—signalling a broad-based effort to modernize India’s governance framework.
One of the most anticipated decisions is the government’s proposal to initiate the Census 2027, which officials say is likely to receive Cabinet approval. The census, traditionally conducted every ten years, was last carried out in 2011, with the scheduled 2021 census delayed due to the pandemic. A green signal for Census 2027 would enable India to prepare updated demographic, socio-economic, and housing data essential for public policy, welfare distribution and long-term planning.
Government sources highlight that launching the census in 2027 will allow the integration of technology-driven data collection systems, enhanced accuracy, and more efficient processing of nationwide data.

Another major bill under discussion is the Nuclear Energy Bill 2025, formally known as the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill. This legislation aims to accelerate India’s development of nuclear power infrastructure, enabling the country to expand its clean energy portfolio.
Officials familiar with the proposal believe the bill will modernize regulatory frameworks, promote advanced reactor technology, and support India’s long-term energy security strategy. With rising electricity demand and the need to meet global climate goals, the Nuclear Energy Bill is being viewed as a cornerstone policy for the coming decade.
The Cabinet is also examining the Insurance Sector Bill 2025, titled Sabka Bima, Sabki Raksha Bill. This bill proposes amendments to existing insurance laws with the goal of expanding insurance penetration and offering improved protection across health, life, crop and general insurance categories.
Policymakers expect the reforms to strengthen consumer rights, simplify claim processes, and encourage wider participation in insurance markets. Sources note that the bill is designed to align India’s insurance architecture with global best practices while addressing the needs of underinsured populations.
To simplify and strengthen oversight of capital markets, the Cabinet is likely to review the Securities Market Code Bill 2025, a comprehensive legislation intended to replace three separate securities laws. The consolidation aims to streamline compliance, enhance transparency, and fortify the regulatory framework supporting India’s growing financial ecosystem.
Market participants believe the bill could bring unified rules under one umbrella, reducing friction for investors and institutions while boosting confidence in India’s securities markets.
The meeting also includes discussions on the Rural Employment Bill 2025, officially titled the Pujya Bapu Rural Employment Guarantee Bill. This legislation proposes updates to the existing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) 2005, with the objective of strengthening rural livelihoods and improving implementation efficiency.
The renaming and restructuring signify the government’s renewed emphasis on expanding job opportunities, scaling infrastructure creation in rural areas and enhancing wage support programs.
Education reform remains a priority item on the Cabinet’s agenda, with the Viksit Bharat Shiksha Adhisthan Bill 2025 under active consideration. This bill proposes modernization of India’s education policy by enhancing digital learning access, curriculum flexibility and teacher development systems.
If approved, the legislation will align India’s education strategy with future workforce requirements, reinforcing the government’s long-term vision of building a globally competitive learning ecosystem.
Officials emphasized that the combined approval of these high-impact bills would mark the largest legislative package of Prime Minister Modi’s third term. The breadth of reforms—from energy and finance to social development and education—reflects the government’s ambition to shape a more resilient, modern, and future-ready India.
As the Cabinet meeting progresses, stakeholders across industries, policy circles and financial markets await the final decisions with keen interest, recognizing the potential for far-reaching impact on economic growth, governance systems and national development priorities.
