HAL and Russia’s United Aircraft Corporation Join Hands to Produce SJ-100 Civil Aircraft in India

In a landmark development for India’s aviation industry, Hindustan Aeronautics Limited (HAL) has entered into a strategic partnership with United Aircraft Corporation (UAC) of Russia to manufacture the SJ-100 civil commuter aircraft in India. The Memorandum of Understanding (MoU) was signed on October 27, 2025, in Moscow, marking a significant milestone in India’s journey toward indigenous civil aircraft production.

Historic Collaboration to Boost India’s Civil Aviation Manufacturing

The MoU was formally signed by Prabhat Ranjan, representing HAL, and Oleg Bogomolov, from PJSC-UAC, in the presence of D.K. Sunil, Chairman and Managing Director of HAL, and Vadim Badeka, Director General of UAC.

The SJ-100, a twin-engine, narrow-body aircraft, is designed for short to medium-haul routes. Over 200 SJ-100 aircraft have already been produced and are currently operated by more than 16 commercial airlines worldwide.

HAL stated that this partnership is built on mutual trust and technological cooperation between India and Russia, and it signifies a pivotal step in the country’s civil aviation manufacturing capabilities.

“SJ-100 will be the game changer for short-haul connectivity under the UDAN scheme in India. Under this arrangement, HAL will have the rights to manufacture SJ-100 aircraft for domestic customers,” HAL said in a regulatory filing.

Reviving India’s Aircraft Manufacturing Legacy

This collaboration represents a historic comeback for HAL in the civil aircraft space. The company’s last major passenger aircraft project was the AVRO HS748, which began in 1961 and concluded in 1988. The new SJ-100 project marks India’s re-entry into full-fledged passenger aircraft manufacturing after nearly four decades.

By bringing production of the SJ-100 to Indian soil, HAL aims to position the country as a key hub for regional aviation manufacturing, aligning with the government’s ‘Make in India’ and ‘Atmanirbhar Bharat’ initiatives.

The SJ-100’s entry into the Indian market is expected to revolutionize short-haul travel, especially under the UDAN (Ude Desh ka Aam Nagrik) scheme, which focuses on enhancing air connectivity to smaller towns and cities across India.

Meeting India’s Growing Regional Connectivity Demand

India’s regional aviation market is expanding rapidly, driven by increased passenger demand, infrastructure growth, and government initiatives to make air travel affordable. HAL estimates that over the next decade, the country will require more than 200 jets in this category to meet the growing demand for regional connectivity.

Additionally, another 350 aircraft will be needed for the Indian Ocean region, serving nearby international tourist destinations and enhancing India’s connectivity footprint across Asia.

The SJ-100, known for its fuel efficiency, reliability, and operational flexibility, is expected to cater to airlines looking for cost-effective solutions for routes between 300 to 1,500 kilometers.

Technology Transfer and Economic Impact

The MoU also emphasizes technology transfer, skill development, and domestic production capabilities, which will strengthen India’s aerospace ecosystem. Under this agreement, HAL will receive rights to manufacture SJ-100 aircraft domestically, enabling the company to scale up its civil aviation division and create a foundation for future aircraft programs.

Industry experts believe this collaboration could create thousands of skilled jobs in India and stimulate demand for local suppliers and aviation components, giving a significant boost to the domestic aerospace supply chain.

Furthermore, this project could pave the way for export opportunities in neighboring regions that require affordable, efficient regional aircraft.

Strategic Importance of the HAL-UAC Partnership

The India-Russia collaboration on the SJ-100 is not only an industrial milestone but also a strategic partnership that strengthens bilateral relations between the two nations in high-technology sectors.

The SJ-100 program, originally developed in Russia, will benefit from HAL’s vast experience in aerospace design, manufacturing, and maintenance, particularly in the defense sector.

This partnership highlights a shift in HAL’s business strategy, expanding from defense and military aviation into the civil aircraft manufacturing segment, which has long been dominated by global players such as Airbus and Boeing.

Market Response and Future Outlook

Following the announcement, HAL’s shares were trading 0.7 percent lower at ₹4,724 apiece at 12:20 pm on October 28, indicating a mixed investor response as markets await clarity on execution timelines and production volumes.

However, analysts see this as a long-term strategic positive for HAL, as the partnership positions the company to capture a share of the rapidly expanding regional aviation market, both domestically and internationally.

If executed effectively, the SJ-100 project could make India one of the few nations capable of end-to-end aircraft production, bolstering its reputation as a rising aerospace power.
