US, Ukraine, and EU Allies Hold Talks in Paris on Ending Russia's War
On Thursday, US Secretary of State Marco Rubio and President Donald Trump’s international envoy Steve Witkoff led high-level discussions with Ukrainian and European officials in Paris, emphasizing strategies to end Russia’s ongoing war against Ukraine. Described as an “excellent exchange” by an Elysée source, the talks brought together representatives from the United States, Ukraine, and several European nations, including the UK, France, and Germany.
The participants reportedly voiced strong support for President Trump’s goal of bringing the war to a swift conclusion, highlighting the shared commitment to supporting Ukraine’s defense and securing lasting peace. The talks are expected to continue in London next week, although it remains uncertain whether Rubio will be part of the next round of discussions.
French President Emmanuel Macron expressed his approval of the negotiations, calling it a “day of diplomatic mobilization.” Macron highlighted the discussions as an opportunity to refine positions and work toward both a ceasefire and a comprehensive, enduring peace.

Ukrainian President Volodymyr Zelensky commended the constructive nature of the meeting, thanking Macron and the European leaders for their efforts. Zelensky expressed the importance of clarifying positions to ensure real security for Ukraine and the broader European region. In a social media post, he emphasized the significance of hearing each other’s concerns and aligning strategies for the future.
Trump, while acknowledging his differences with Zelensky, reaffirmed his desire to see the war come to an end. In a statement from the Oval Office, Trump said the US expects to “hear” from Russia “this week” regarding Washington’s proposal for a ceasefire. He reiterated the urgency of stopping the violence, saying, “We want it to stop. We want the death and the killing to stop.”

While the Paris talks were largely seen as positive, concerns lingered over the role of Trump’s envoy Steve Witkoff. In particular, his recent remarks about the potential for peace negotiations centered around the “so-called five territories” – including Crimea and four regions occupied by Russia since 2022 – raised alarms in Ukraine. Witkoff’s interactions with Russian President Vladimir Putin, including a recent meeting with the Russian leader, have led some to question his alignment with US and Ukrainian positions.
Ukrainian MP Oleksandr Merezhko voiced his concerns, suggesting that Witkoff’s statements might inadvertently support pro-Russian narratives. The perception of Witkoff’s stance continues to be a source of unease, particularly given the sensitive nature of territorial disputes and the ongoing Russian occupation of Ukrainian territories.

Despite bold claims about his ability to bring about a peace agreement quickly, President Trump’s diplomatic efforts have faced significant setbacks. His administration has struggled to facilitate a durable ceasefire, with the Kremlin demanding sanctions relief before agreeing to any truce. A US-led ceasefire initiative in March saw Ukraine agree to pause attacks on energy targets and the Black Sea, but Russia’s subsequent demands and continued escalation have undermined the chances for lasting peace.
In his latest remarks, Trump expressed frustration, stating, “Russia has to get moving,” but did not provide a timeline for achieving a resolution or outline specific consequences if Russia fails to comply. The challenges surrounding the peace process underscore the complexities of negotiating with Russia amid an intensifying conflict.
