Background: Why Are These Talks Happening?

Saudi Arabia is set to host crucial talks between the United States and Ukraine in Jeddah on Tuesday, following a heated argument between U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy during a February 28th White House meeting.

The Oval Office dispute centered on Ukraine’s request for continued U.S. military aid and a potential deal to grant U.S. access to Ukraine’s rare earth minerals. Trump, however, took a hardline stance, warning Zelenskyy:

“You’re gambling with World War III, and what you’re doing is very disrespectful to the country.”

The tense exchange left Ukraine without securing a new defense deal, making these upcoming negotiations in Saudi Arabia critical for Kyiv’s war efforts.

Why Is Saudi Arabia Hosting the Talks?

While Riyadh may seem like an unusual venue, Saudi Arabia—under Crown Prince Mohammed bin Salman (MBS)—has positioned itself as a potential neutral mediator for global conflicts, including the Russia-Ukraine War.

Saudi Arabia’s Foreign Ministry said the kingdom remains committed to “a lasting peace to end the Ukrainian crisis”, highlighting its past diplomatic efforts, including:

  • Hosting Zelenskyy at the Arab League Summit
  • Facilitating talks on Sudan and Gaza
  • Maintaining ties with both Russia (through OPEC+) and the West

Who Will Be Involved?

The U.S. delegation will be led by Secretary of State Marco Rubio, who is expected to meet with Crown Prince Mohammed bin Salman.

The Ukrainian team will include:

  • Chief of Staff Andriy Yermak
  • Foreign Minister Andriy Sybiha
  • Defense Minister Rustem Umerov

Trump’s Approach: Pressuring Ukraine, Courting Russia?

President Trump has adopted a tough approach toward Ukraine, limiting access to intelligence and weaponry while signaling a willingness to negotiate with Moscow. Despite maintaining a conciliatory stance toward Russian President Vladimir Putin, Trump has also hinted at new sanctions on Russia over its continued bombardment of Ukrainian cities.

His administration’s goal appears to be to force Ukraine into peace talks that could align with U.S. strategic interests—though European allies remain skeptical, feeling sidelined by the process.

What’s at Stake?

If Ukraine and the U.S. reach an agreement acceptable to Trump, it could accelerate Washington’s push for peace talks with Russia. However, Kyiv remains deeply wary of any settlement that would involve territorial concessions to Moscow.

Additionally, Saudi Arabia’s role in hosting these discussions elevates its diplomatic standing, potentially setting the stage for future Russia-U.S. negotiations on neutral ground.

The outcome of these Jeddah talks could shape the next phase of the Russia-Ukraine conflict and determine how much continued U.S. military and economic support Ukraine can expect in its fight against Russia.
