US President Donald Trump on Friday clarified that his meeting with Chinese President Xi Jinping has not been officially cancelled, even though earlier comments hinted otherwise. Speaking to reporters at the White House, Trump said, \u201cNo, I haven\u2019t cancelled. However, I\u2019m not sure if we\u2019ll have it. I\u2019ll be there regardless. I would assume we might have it.\u201d<\/p>\n
The statement comes amid heightened trade tensions between the US and China following Beijing\u2019s decision to tighten export restrictions on rare earth elements \u2014 a move that Trump described as \u201cshocking\u201d and \u201cout of the blue.\u201d<\/p>\n
\u201cThey hit the world with something. It was shocking. Out of the blue, they came up with this whole import-export concept, and nobody knew anything about it,\u201d Trump said, expressing surprise at China\u2019s sudden policy shift.<\/p>\n
Earlier, Trump had said there was \u201cno reason to meet\u201d with President Xi after what he termed as China\u2019s \u201cvery hostile\u201d trade actions. Beijing\u2019s latest export control measures now require special licenses for rare earth shipments \u2014 critical materials used in electronics, electric vehicles, and defense technologies.<\/p>\n
In response, Washington is preparing strong countermeasures, starting with a major new trade policy effective November 1, 2025.<\/p>\n

He also confirmed that export controls will be placed on critical software from the same date.<\/p>\n In a Truth Social post, Trump wrote,<\/p>\n \u201cStarting November 1, 2025 (or sooner, depending on any further actions or changes taken by China), the United States of America will impose a Tariff of 100% on China, over and above any Tariff that they are currently paying. Also on November 1, we will impose Export Controls on any and all critical software.\u201d<\/p>\n<\/blockquote>\n When asked if these tariffs might be lifted should China ease its export restrictions, Trump replied, \u201cWe\u2019ll have to see what happens. That\u2019s why I made it November 1.\u201d<\/p>\n Trump also hinted that the export restrictions could expand beyond software. \u201cA lot more. We have aeroplanes and their parts. We were just surprised by China,\u201d he said.
