Union Telecom Minister Jyotiraditya Scindia lauded the company\u2019s progress while urging its management to sharpen focus on service quality and cost efficiency to compete effectively with private sector peers.<\/p>\n<p data-start=\"1037\" data-end=\"1352\">According to Scindia, BSNL generated \u20b95,347 crore in revenue during the September quarter, against a target of \u20b95,740 crore. \u201cThis performance is commendable given the ambitious targets we set, reflecting a continued momentum in BSNL\u2019s turnaround journey,\u201d the minister said during a quarterly review meeting.<\/p>\n<p data-start=\"1354\" data-end=\"1615\">For the first half of FY26, BSNL\u2019s total revenue stood at \u20b911,134 crore, positioning the company well on track toward its annual goal of \u20b927,500 crore, a projected 20% year-on-year (YoY) increase over FY25\u2019s estimated revenue of \u20b923,000 crore.<\/p>\n<h2 data-start=\"1622\" data-end=\"1693\">ARPU Rises to \u20b991; Select Circles Deliver Exceptional Performance<\/h2>\n<p data-start=\"1695\" data-end=\"1979\">A key highlight of BSNL\u2019s Q2 performance was the 12% sequential jump in Average Revenue Per User (ARPU) \u2014 a key industry benchmark for profitability and customer value. ARPU climbed from \u20b981 in Q1 FY26 to \u20b991 in Q2 FY26, signaling improving monetization and user engagement.<\/p>\n<p data-start=\"1981\" data-end=\"2244\">Scindia highlighted that some circles, including Maharashtra, Kerala, UP East, Andaman &amp; Nicobar, and Jammu &amp; Kashmir, reported exceptional results with ARPUs touching as high as \u20b9214, reflecting strong subscriber retention and premium service adoption.<\/p>\n<p data-start=\"2246\" data-end=\"2599\">However, he also pointed out that certain regions, such as Madhya Pradesh, Jharkhand, and Kolkata, continue to lag behind, with ARPUs around \u20b960, indicating room for improvement. \u201cPerformance gaps across circles must be bridged swiftly. The plan focuses on enhancing service quality, fiscal discipline, operational efficiency, and innovation across business verticals.<\/p>\n<p data-start=\"2970\" data-end=\"3305\">He reiterated that quality of service (QoS) is \u201cnon-negotiable\u201d and must be monitored daily rather than weekly or monthly. \u201cParameters like uptime, mean repair time, and customer response time should be tracked rigorously. Once service quality improves, every other metric \u2014 from ARPU to revenue \u2014 will follow,\u201d Scindia said.<\/p>\n<p data-start=\"3307\" data-end=\"3660\">To strengthen BSNL\u2019s network resilience, the minister directed that all battery and power backup replacements across circles be completed by December 31, 2025, advancing the earlier March 2026 deadline. He urged immediate escalation of any procurement or supplier issues to the Department of Telecommunications (DoT) to prevent delays.<\/p>\n<p data-start=\"3662\" data-end=\"3902\">Scindia also encouraged benchmarking BSNL\u2019s service standards against private operators such as Jio, Airtel, and Vi. \u201cUnderstanding where BSNL stands relative to competition is the first step toward meaningful improvement,\u201d he stated.<\/p>\n<h2 data-start=\"3909\" data-end=\"3960\">Cost Discipline and Profitability Under Focus<\/h2>\n<p data-start=\"3962\" data-end=\"4134\">The minister placed strong emphasis on fiscal discipline and cost optimization, warning that rising costs without matching revenue growth would not be acceptable.<\/p>\n<blockquote data-start=\"4136\" data-end=\"4349\">\n<p data-start=\"4138\" data-end=\"4349\">\u201cNo circle should post a negative EBITDA even for a single day. Every rupee saved strengthens BSNL\u2019s bottom line,\u201d Scindia said, urging management teams to curb inefficiencies and focus on measurable outcomes.<\/p>\n<\/blockquote>\n<p data-start=\"4351\" data-end=\"4547\">He emphasized that cost control must be treated as a strategic priority, not merely a financial exercise, adding that operational heads should identify and eliminate non-productive expenses.<\/p>\n<h2 data-start=\"4554\" data-end=\"4599\">Diversification and New Revenue Streams<\/h2>\n<p data-start=\"4601\" data-end=\"4843\">Scindia also called for innovation and diversification in BSNL\u2019s business model. He encouraged the company to explore new revenue streams across its Consumer Mobility, Enterprise Business, and Consumer Fixed Access segments.<\/p>\n<p data-start=\"4845\" data-end=\"5074\">Drawing parallels from the Department of Posts, which recently began offering KYC services for mutual funds, Scindia said BSNL should leverage its national presence to launch value-added digital and enterprise services.<\/p>\n<p data-start=\"5076\" data-end=\"5288\">He set a clear target for the company to achieve a 50:50 revenue split between government and private sector clients by the end of FY27, emphasizing the need for a balanced and sustainable revenue base.<\/p>\n<h2 data-start=\"5295\" data-end=\"5335\">Recognising Top-Performing Circles<\/h2>\n<p data-start=\"5337\" data-end=\"5619\">Acknowledging exemplary performances, Scindia named Karnataka, Haryana, UP East, Jammu &amp; Kashmir, and Andaman &amp; Nicobar as BSNL\u2019s \u201cfive-star circles\u201d for Q2 FY26. These regions demonstrated strong operational efficiency, higher ARPUs, and improved customer engagement.<\/p>\n<p data-start=\"5621\" data-end=\"5787\">He urged other circles to \u201cemulate and challenge\u201d the top performers in the upcoming quarters to foster healthy internal competition and continuous improvement.<\/p>\n<h2 data-start=\"5794\" data-end=\"5852\">Strengthening Internal Governance and Accountability<\/h2>\n<p data-start=\"5854\" data-end=\"6166\">In a move aimed at decentralizing decision-making, Scindia directed circle heads to replicate the central review model within their respective regions. Each circle, he said, should conduct structured reviews involving its eight business areas, which in turn manage operational and sub-divisional units.<\/p>\n<blockquote data-start=\"6168\" data-end=\"6398\">\n<p data-start=\"6170\" data-end=\"6398\">\u201cThese 400 officers form BSNL\u2019s core management team \u2014 your family.
