The stock climbed to an intraday high of Rs 11.83, buoyed by reports that the Union Cabinet has approved a five-year moratorium on the telecom operator\u2019s adjusted gross revenue (AGR) dues.<\/p>\n<p data-start=\"924\" data-end=\"1163\">However, even as optimism returned to the counter, brokerage firm Emkay Research struck a cautious note, reiterating its \u2018Sell\u2019 rating and warning that the stock still faces a potential downside of more than 44 percent from current levels.<\/p>\n<h2 data-start=\"1165\" data-end=\"1209\">Cabinet Nod on AGR Relief Lifts Sentiment<\/h2>\n<p data-start=\"1211\" data-end=\"1496\">According to government sources, the Union Cabinet has approved an AGR relief package for Vodafone Idea, providing a significant near-term breather to the debt-laden telecom operator. As part of the decision, the government has granted a five-year moratorium on the company\u2019s AGR dues.<\/p>\n<p data-start=\"1498\" data-end=\"1788\">Sources said a Department of Telecommunications (DoT) committee will be formed to reassess and re-evaluate Vodafone Idea\u2019s AGR liabilities. Regulatory filings by both companies confirmed the revised agreement.<\/p>\n<p data-start=\"2486\" data-end=\"2509\">Under the amended pact:<\/p>\n<ul data-start=\"2511\" data-end=\"2710\">\n<li data-start=\"2511\" data-end=\"2593\">\n<p data-start=\"2513\" data-end=\"2593\">Vodafone Group promoters will release Rs 2,307 crore over the next 12 months<\/p>\n<\/li>\n<li data-start=\"2594\" data-end=\"2710\">\n<p data-start=\"2596\" data-end=\"2710\">The Vodafone Group has also set aside its 328 crore shares in Vi for the benefit of the Indian telecom company<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2712\" data-end=\"2867\">This infusion is expected to strengthen Vodafone Idea\u2019s cash position in the near term and support ongoing operations and capital expenditure requirements.<\/p>\n<h2 data-start=\"2869\" data-end=\"2923\">Emkay Maintains \u2018Sell\u2019, Flags Structural Weaknesses<\/h2>\n<p data-start=\"2925\" data-end=\"3137\">Despite the relief measures and funding support, Emkay Research remains bearish on Vodafone Idea. On January 1, the brokerage reiterated its \u2018Sell\u2019 rating on the stock, assigning a target price of Rs 6 per share.<\/p>\n<p data-start=\"3139\" data-end=\"3258\">\u201cThis implies a downside potential of over 44 percent from the stock\u2019s previous closing price,\u201d Emkay said in its note.<\/p>\n<p data-start=\"3260\" data-end=\"3399\">The brokerage highlighted that Vodafone Idea\u2019s financial position remains deeply stressed, even after multiple rounds of government relief.<\/p>\n<p data-start=\"3401\" data-end=\"3584\">\u201cVi\u2019s pre-IndAS 116 annualised EBITDA stands at Rs 8.98 billion, which is just 6.7 percent of its spectrum debt, with a cash balance of Rs 30.8 billion as of end-Q2FY26,\u201d Emkay noted.<\/p>\n<h2 data-start=\"3586\" data-end=\"3624\">High Leverage Remains a Key Concern<\/h2>\n<p data-start=\"3626\" data-end=\"3882\">Emkay pointed out that Vodafone Idea\u2019s leverage remains elevated, even if AGR dues are excluded from the equation. The management has guided for capital expenditure of Rs 75,000\u201380,000 crore for FY26, aimed at improving network quality and competitiveness.<\/p>\n<p data-start=\"3884\" data-end=\"4062\">\u201cWith this level of capex, leverage remains high even without AGR dues. The government will need to consider a comprehensive plan for reducing spectrum debt,\u201d the brokerage said.<\/p>\n<p data-start=\"4064\" data-end=\"4122\">According to Emkay, long-term sustainability will require:<\/p>\n<ul data-start=\"4124\" data-end=\"4255\">\n<li data-start=\"4124\" data-end=\"4154\">\n<p data-start=\"4126\" data-end=\"4154\">Further capital infusion<\/p>\n<\/li>\n<li data-start=\"4155\" data-end=\"4198\">\n<p data-start=\"4157\" data-end=\"4198\">Restructuring of spectrum liabilities<\/p>\n<\/li>\n<li data-start=\"4199\" data-end=\"4255\">\n<p data-start=\"4201\" data-end=\"4255\">Clear policy direction on reducing overall debt burden<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4257\" data-end=\"4419\">\u201cWe believe that further capital infusion and restructuring of the spectrum liabilities is crucial for long-term sustainability of the company,\u201d the report added.<\/p>\n<h2 data-start=\"4421\" data-end=\"4452\">Valuations Seen as Stretched<\/h2>\n<p data-start=\"4454\" data-end=\"4648\">Another key concern flagged by Emkay is Vodafone Idea\u2019s valuation. The brokerage believes the stock is trading at expensive levels relative to its earnings visibility and balance sheet strength.<\/p>\n<p data-start=\"4650\" data-end=\"4836\">\u201cDespite repeated government relief packages, Vi\u2019s leverage remains high. To make Vi a structurally strong company with manageable leverage, deeper reforms will be required,\u201d Emkay said.<\/p>\n<p data-start=\"4838\" data-end=\"5061\">While acknowledging that the government has taken steps to ensure Vodafone Idea remains solvent, the brokerage stressed that solvency alone does not equate to long-term competitiveness in a capital-intensive telecom market.<\/p>\n<h2 data-start=\"5063\" data-end=\"5107\">Market Divided on Vodafone Idea\u2019s Outlook<\/h2>\n<p data-start=\"5109\" data-end=\"5425\">Vodafone Idea\u2019s sharp rally reflects investor optimism that continued government support and promoter funding could help the company stay afloat and gradually stabilise operations. The AGR moratorium, in particular, has pushed large repayment obligations further into the future, easing near-term cash flow pressure.<\/p>\n<p data-start=\"5427\" data-end=\"5688\">However, analysts remain divided on whether these measures are sufficient to turn around the company fundamentally.
